In Meshtastic 1.2 (and prior), up to three devices will randomly rebroadcast a received packet to spread that packet to other devices on the network. Each time a packet is rebroadcast, we call this a "hop".

Meshtastic 1.3/2.0 changes that in two ways:

First, devices on the edge of the network are preferred to rebroadcast the packet. This will help ensure that distant devices will receive the transmitted message.
